SUMMARY:

ARtisanal fishing plays a central role in the livelihoods and social organization of coastal communities, yet its persistence occurs within systems exposed to simultaneous ecological, technological, economic, and territorial changes. In this context, the dissertation examines how a tropical fishery is reorganized through the interaction of declining productivity, changing fishing strategies, offshore industrialization, marine conservation, and economic conditions. Conducted along the northern coast of Rio Grande do Norte, Brazil, the dissertation is structured into three interconnected chapters that address different dimensions of this process. The first characterizes the historical and socioeconomic trajectory of fishing in Caiçara do Norte and evaluates changes in productivity, catch composition, diversity, and fishers’ adaptive strategies. The second expands the analysis to eight municipalities and examines relationships among productivity, biodiversity, fishing effort composition, and exposure to offshore oil and gas platforms and marine protected areas over 24 years. The third evaluates the economic resilience of fisheries and identifies conditions associated with greater or lower vulnerability. The research combined interviews with 80 fishers, catch records spanning four decades, fish landing data from eight municipalities, information on vessels and fishing gears, and spatial data on offshore platforms and marine protected areas. Temporal trend analyses, multivariate statistics, diversity metrics, species cooccurrence networks, productivity models, and a Bayesian Belief Network based on 181 municipality-year observations were employed. The first chapter revealed a 48.2% decline in mean catch between the 1980s and the 2020s, accompanied by relative stability in species diversity, trophic structure, and species association patterns, while fishing distance and technological capacity increased. The second chapter identified marked regional reorganization: annual landings increased from 566 tonnes in 2001 to 7,277 tonnes in 2016, reaching 7,817 tonnes in 2019, while catch per unit effort per fisher increased more than eightfold. Localities closer to offshore platforms generally exhibited higher productivity and species richness, whereas localities associated with marine protected areas showed faster accumulation of species richness, without a consistent increase in productivity. Technological intensification and the growing contribution of active fishing gears were important components of this process, although some localities achieved higher productivity together with stronger dominance by a limited number of species. The third chapter showed that higher productive efficiency, greater economic value, and lower economic concentration increased the probability of high resilience, whereas concentration of economic value in a few species increased the probability of low resilience to 52.7%. The dissertation concludes that persistence of fishing activity does not necessarily indicate ecological stability, because it may be maintained through spatial, technological, and economic reorganization that buffers declining productivity while simultaneously increasing dependencies and vulnerabilities
