SUMMARY:

The objective of this dissertation is to analyze how the proposal for the modernization of the State, formulated by the military governments established in Brazil from 1964 onwards, was expressed in the construction of the Administrative Center of Rio Grande do Norte. The work is temporally delimited between the publication of the preliminary study for the construction of the building, in 1972, and the beginning of the activities of the Administrative Center, in 1976. The construction of this center sought to group all the buildings of the state administration, which until then were scattered in various places in the city of Natal. In this sense, the new building caused the emptying of public buildings located in the central region of the city and directed the urban expansion of Natal to the south. The study defends the thesis that the modernization project that outlined the bases of the administrative center – structured on the tripod of national developmentalism, technocratic planning and administrative probity – was materialized from numerous contradictions both in relation to the project of the military governments and in the practices developed by the Cortez Pereira government. Regarding the contradictions of the military governments' project, elements of continuity were identified in Brazilian society, characterized by the implementation of state planning without the participation of the people. Concerning the practices developed by Cortez Pereira, it was detected that a series of measures were adopted that contradict the discourse of probity, such as: 1. the appointment of brothers and nephews to prominent positions in the state government; 2. the adoption of measures that favored political groups, disregarding technical opinions; 3. the protagonism of the state's first lady, Mrs. Aída Pereira, who became coordinator of a group called "Community Auxiliary Line," which controlled large sums of resources, many of which were considered by the courts to be sources of budgetary misappropriation; 4. the widespread corruption identified by the Federal Government's oversight bodies, which resulted in the revocation of the political rights of some figures in this government. The following sources were used for the research: the newspapers Diário de Natal, O Poti, and Tribuna do Norte; The 1970 census; the government messages read by Cortez Pereira to the State Legislative Assembly; the Serete Plan, an urban planning study that provided the basis for the construction of Natal's first Master Plan; and the functional and structural designs of the administrative center. Didactically, the work is structured in three parts. Initially, the urban occupation of the area where the administrative center was built is discussed; then, the political practices adopted by the Cortez Pereira government that contrasted with the state's modernization discourse are addressed; and finally, the designs for the construction of the administrative center and the financing process are discussed.
