The centralized power: the construction of the administrative center of Rio Grande do Norte (1972-1976).

This dissertation aims to analyze, on the one hand, what motivated the government of Rio Grande do Norte to mobilize efforts to construct the state's Administrative Center and, on the other, how this construction process unfolded between 1972 and 1976. The study takes as its starting point the political negotiations led by then-governor Cortez Pereira, which included the development of the structural project, submission of the proposal to the State Legislative Assembly, and the commencement of construction. The year 1976 is included in the scope of analysis as it marks the beginning of the Center’s actual operation, allowing for an assessment of its impacts on state public administration. The research is based on sources such as the newspapers Diário de Natal and O Poti; gubernatorial messages to the Legislative Assembly; urban planning laws enacted during the period; and maps from SEMURB’s archives. The methodological approach for identifying newspaper articles draws inspiration from the onomastic method developed by Carlo Ginzburg and Carlo Poni, as well as Tania de Luca (2008) perspectives on press analysis. Theoretically, the dissertation is grounded in the concepts of political cultures (Bernstein, 1998), space (Santos, 1988; Certeau, 1998), and the right to the city (Lefebvre, 2008).
