SUMMARY:

The creative economy has become central to urban dynamics due to its economic, social, and cultural ramifications, taking shape in heritage revitalization policies. In the contemporary scenario, we are also witnessing the emergence of new social agents—cultural groups and collectives—who demand greater participation in the dynamics of cities through artistic and cultural occupations and interventions that redefine public spaces in poetic and creative ways. This research addresses cultural occupations as territories of cultural resistance and promoters of tourism practices more in line with the need to integrate cultural heritage into the daily dynamics of heritage areas. The study is set in the historic center of the city of São Luís, Maranhão, due to the growing mobilization of cultural groups and collectives in developing strategies for the enhancement of cultural heritage through different artistic languages. The methodological itinerary of the research was based on a qualitative approach, of an exploratory- descriptive nature, supported by the phenomenological method. The data and information were collated using the following methodological strategies: literature review, document analysis, semi-structured interviews with state and municipal representatives related to the fields of creative economy and tourism and members of the collectives, as well as field observations. Methodological triangulation was used as a tool to interpret the phenomenon studied, adopting a comprehensive perspective focused on the experience of social agents. The activities of the collectives surveyed signaled the creation of creative territories in heritage spaces, re-signifying them, temporarily or permanently, through the activation of diverse artistic knowledge and practices; They constitute spaces of cultural resistance, affirmation of differences, and appreciation of popular cultures, shaped in everyday life, in the gaps and fissures of heritage and tourism policies, composing sensitive and profound urban experiences. In the tourism context, they emerge as a possibility for (re)inventing the commercialized city towards a more humanized city through Community-Based Tourism (TBC). TBC is a practice of responsible tourism that presents decolonizing nuances, enabling the revision of concepts, stereotypes, and worldviews, making possible the emergence of new understandings and deeper cultural exchanges between guests and hosts.
