SUMMARY:

The state of Rio Grande do Norte (RN), located in the northeastern region of Brazil, has 28 municipalities along the Atlantic Ocean, including its capital, Natal. The city of Natal was chosen as the focus of this research due to the effects of climate change on the coastal zone, which signal the occurrence of environmental, economic, political, and social crises in the region. In seeking to understand the complexities surrounding the phenomenon of tourism and its nuances of crises, it is understood that one cannot neglect the urgency of devising proactive strategies to address crises in coastal areas. Therefore, this study aims to understand the landscape of crises generated by coastal risks and their repercussions on the dynamics of tourism and the coastal community of Natal (Rio Grande do Norte). Specifically, the study intends to: present the historical-theoretical-conceptual context of crisis management in coastal zones; identify actions and mitigation measures adopted by the various stakeholders involved in crisis management along Natal's coastline; and assess the perceptions of local communities regarding the threats posed by crises stemming from changes in the dynamics of Natal's coastal zone. Methodologically, the research followed the framework of neoclassical theory, complexity theory, and systemism. Primary sources of bibliographic data were incorporated to understand the historical development of crisis management concepts and theories. A systematic literature review was also conducted using the ProKnow-C technique (Knowledge Development Process - Constructivist). For the empirical fieldwork, non-participant observation techniques, digital netnographic research, and semi- structured interviews were employed with the community (residents of the coastal zone) and individuals providing services in the coastal area (beach vendors, street vendors, kiosk operators, and merchants working in or outside the tourism industry). It is expected that, through the proposed objectives and the methods defined to achieve them, the study will contribute to the advancement, discussion, and connection between theory, concepts, and society, as well as foster dialogue among stakeholders involved in crisis processes, considering the reality to which individuals are exposed.
