SUMMARY:

Community participation constitutes a relevant element in regional development processes, particularly when understood from an endogenous perspective in which local actors play an active role in territorial dynamics. In tourism and, particularly, in UNESCO Global Geoparks, such participation gains importance due to the relationship between community, conservation, economic activity, and development. Based on this understanding, this research proposes Responsible Community Commitment (RCC), grounded in the idea that participation can take place at different levels of intensity and continuity and can incorporate individuals’ responsibility toward the collective and the territory. The proposition is represented by the Responsible Community Commitment Ladder (RCCL), comprising the levels of Support, Involvement, Engagement, and Responsible Commitment. The study aims to analyze the nature of the relationships between the reality of local actors in the Seridó UNESCO Global Geopark and the proposed ideal of RCC. Adopting a qualitative and exploratory approach, the research was conducted in the six municipalities that comprise the Geopark through 43 semi-structured interviews with representatives of the Community, Local Entrepreneurs, Tourism Workers, and the Executive Director of the Seridó Geopark Intermunicipal Public Consortium. The data were examined using Content Analysis. The results show that the constituent elements of RCC are present at different levels of intensity among the actors investigated, while Responsible Commitment does not emerge as the predominant condition across the territory. The findings also indicate that participation does not necessarily occur in a linear manner, as individuals may occupy different positions on the RCCL depending on the dimension analyzed, with movements of progression, stability, or regression. The RCC proposition thus contributes to broadening the understanding of community participation by incorporating the responsibility and shared responsibility of local actors into the relationships established with the community, tourism, and regional development.
