SUMMARY:

Tourism is configured as a phenomenon characteristic of capitalist society, not only because of its economic impact but also due to its socio-spatial implications. In this context, factors such as production, consumption, and spatial organization are dynamically influenced by the transformations induced by tourism, affecting the territorial and social dynamics of the regions involved. Tourism has experienced continuous and diversified growth, in which the principles of the IGR Costa das Dunas (formerly Polo Costa das Dunas) are articulated with the fundamentals of the solidarity economy, such as self-management, democracy, solidarity, cooperation, equity, social justice, environmental respect, and the appreciation of human labor. Therefore, it becomes essential to discuss the solidarity economy as a strategy for developing local economies, encompassing sectors such as tourism, fishing, agriculture, and handicrafts. The present doctoral project aims to analyze the initiatives of the solidarity economy movement in the Northern axis of the IGR Costa das Dunas, focusing on territorial development, social and civic participation, and tourism planning and management processes. The study seeks to understand how these practices contribute to building more inclusive and sustainable territories, articulating community, public, and private interests. The research will prioritize participatory strategies, allowing social actors to have an active voice in territorial decision-making. Among these methodologies, participatory workshops, rapid participatory diagnosis, and social cartography will be highlighted. Workshops enable the collection of information about the realities of the participants and promote collective reflection on local challenges and potentialities. The rapid participatory diagnosis will gather data on community practices, needs, and perceptions, while social cartography will provide tools for participants to map processes, spaces, and issues considered relevant, consolidating civic participation in territorial planning and management. Furthermore, the study emphasizes the interconnection between tourism and other productive activities, such as artisanal fishing, family farming, and handicraft production, highlighting the potential of the solidarity economy to strengthen local production chains, promote social inclusion, and foster sustainable development practices. Data analysis will be conducted through content analysis, supported by theoretical frameworks from tourism, territorial development, and solidarity economy, allowing a deeper understanding of the relationships among tourism, social participation, and local economic development. The project contributes to understanding the potentialities and challenges of tourism associated with the solidarity economy in the context of the Northern axis of the IGR Costa das Dunas, emphasizing the importance of public policies, territorial governance, and participatory methodologies as strategic instruments for sustainable regional development. In this sense, the research also dialogues with the literature on tourism, public policies, solidarity economy, and territorial management, providing theoretical and practical subsidies to promote effective social participation and strengthen local economies. Finally, this study seeks to demonstrate that the articulation between tourism and the solidarity economy goes beyond income generation, constituting a mechanism for cultural appreciation, social inclusion, and territorial sustainability, promoting the integral development of local communities. Therefore, the research proposes a critical and applied perspective on participatory planning and territorial development practices, contributing to the construction of more equitable and effective public policies capable of integrating social, economic, and institutional actors around common objectives of sustainability and equity.
