SUMMARY:

Historically, tourism development in Brazil has focused on the use of its natural resources, especially its tropical climate and its coastline, which is more than 20,000 km long. Given the richness and diversity of their use and their finite resources, these spaces have suffered countless problems due to misuse, both by tourist activity and by the unsustainable use of the resident population. In response to these challenges, in 2019 the Ministry of Tourism launched a series of actions for the development and management of responsible waterfronts in Portugal. To this end, it promoted direct actions for the diagnosis and planning of waterfronts through the "Brasil, essa é a nossa praia (BNP)" Project, in partnership with the "Projeto Orla (PO)". In this context, the aim of this study was to understand how responsible tourism can contribute to the sustainable management of waterfronts used by tourists in Brazil. This investigation was conceived as a reality that is socially constructed from the relationship between subject and object, characterizing this study as exploratory, with a qualitative approach, based on the constructivist epistemological perspective, from the phenomenological paradigm. The empirical substance of this research is represented by a subset of data derived from multiple case studies: Angra dos Reis (RJ), São Sebastião (SP), Barreirinhas (MA), Salvador (BA), Natal (RN), Cruz (CE), Cabo Frio (RJ), Vila Velha (ES), Paraty (RJ) and Imbé (RS). Data was collected through documentary research, including a search for information in official publications and on the entities' websites, and semi-structured interviews with key representatives of the Ministry of Tourism, the municipal authorities of the cities under study, members of the BNP and facilitators of the Projeto Orla, carried out between March and June 2024. The data was analyzed using discursive textual analysis and content analysis. The results show that responsible tourism, although still in its infancy in Brazil, contributes to the sustainable management of waterfronts by incorporating discussions about responsibilities in the sector. This approach promotes a more holistic vision, focused on the present, on participatory processes, encouraging all the agents involved to take on their leading role. This research revealed that the main motivators for acting responsibly are classified into endogenous factors such as altruism, legitimacy and competitiveness, and exogenous factors such as stakeholder pressures, environmental pressures and regulatory pressure. This reflects varying stages of motivation between different cities in the responsible management of tourist destinations. As for the limiting factors, they are marked by popular disbelief in participatory processes, political instability and a lack of administrative continuity, as well as limited technical capacity on the part of the parties involved. Finally, strategies such as strengthening municipal associations and councils, certifications, partnerships with educational institutions and public-private partnerships were presented as tools that can contribute to discussions of responsibility in tourism. For future research, we suggest evaluating the sustainability of the arrangements established between the municipal, state and federal spheres, as well as analyzing the technical guidance material on waterfront management produced within the scope of the project and studies focusing on community participation.
