SUMMARY:

The main objective of this research is to problematize the “myths and realities” in the context of the economic belief that tourism generates employment and income, contributing to the social development of local communities - in this case, the Municipality of Inhambane (MI). In the methodological approach, therefore in the planning and execution of the research, we used bibliographical and documentary research, definition and operationalization of the research variables, non-participant observation, exploratory interviews, basically to problematize and define a theoretical framework guiding the research. The data collection instruments were mixed surveys, interviews and observation. We used purposive sampling (authorities and institutions) and accessibility sampling in direct contact with the communities, the latter in the parishes of Barra, Tofo, Tofinho and Inhambane City. Systematic observation scripts were also applied to the variables related to tourism-based social development in mi. Finally, the results were analyzed and interpreted using the main technique called content analysis, based on reflexive and critical-dialectical interpretation; in addition, the results were presented through tabulation, graphs, images and maps. The research yielded results on the myths and realities of tourism's contribution to improving the well-being and standard of living of communities in mi. To this end, we characterized the dynamics of tourism in order to gauge the current level of general tourism supply in the MI; we ascertained the existence and applicability of public tourism policies in promoting development in the MI; we researched the participation of local communities in tourism businesses and in the decision-making system in general, in order to make the most important choices that can improve their lives. This is based on the widespread belief that tourism contributes to development through the generation of work and income, the multiplier effect, and the stimulation of micro, small and medium-sized enterprises, among other aspects. Our analysis indicates that tourism does contribute, albeit to a limited extent, to development. However, issues persist such as centralization and politicization in decision-making, restrictions on freedom, job insecurity, disrespect for workers' rights, informality in local economies without negotiating power, neglect of the social responsibilities of companies and local government, seasonal unemployment, low levels of education, social inequalities, silencing of local voices, corruption, weak public-private partnerships, among other limits and difficulties. These challenges contrast with the vision of development presented in the research, which emphasizes increasing capacities beyond the financial aspect, so that communities are the agent or subject, that is, protagonists of development and not merely a vulnerable object in need of assistance. Consequently, it seeks to achieve higher levels of autonomy, quality of life, well-being, happiness and freedom. Thus, the study has the potential not only to add value to the sphere of resistance and alternative reflection on development, but it can also be an effective tool for raising awareness among authorities of the importance of strengthening local communities through tourism
