AN INTELLIGENT INTEGRATED SYSTEM FOR DIGITALIZATION,
PROCESSING, AND COGNITIVE QUERY OF OFFICIAL MUNICIPAL DOCUMENTS

This work proposes the development of an intelligent, modular, and automated system for the digitization, structuring, and cognitive analysis of official public documents, focusing on the Official Gazettes and Administrative Bulletins of the Municipality of Natal, Rio Grande do Norte. The solution integrates advanced Natural Language Processing techniques, prompt engineering, semantic extraction, and large-scale language models, using Augmented Generation by Retrieval, aiming at the accurate and contextualized query of legal and administrative information. The system will consist of five main modules: (i) an official gazette management module; (ii) bulletin document management; (iii) a legislation module for structuring and intelligently searching municipal regulatory acts; (iv) a functional file module for mapping and querying functional data of public servants; and (v) a Help Desk module for legal support. With support for automated pipelines via Apache Airflow and web interfaces developed in Django, the proposal aims to promote institutional transparency, modernize access to information, and support digital transformation in municipal public administration.
