SUMMARY:

Digital technologies have proven to be promising tools for improving access to public health
services, as well as for organizing demand, enhancing referrals, and improving
communication between levels of care, thus contributing to a fairer and more efficient
management of available resources. This study aims to develop a mobile application that
facilitates access to medical specialties offered within a teaching-service framework. To this
end, a descriptive and exploratory scientific and technological development research will be
carried out. The data supporting the development of the application will be obtained through
document analysis and systematization of institutional secondary data. The application design
will follow the principles of usability and accessibility, with a focus on user experience,
especially for medical students and residents working in primary health care. The prototype
development will be based on the methodological framework of the Systematic Instructional
Design method. It is expected to develop an application that optimizes the referral and
counter-referral system between primary health care and secondary care services, such as
teaching hospitals and academic outpatient clinics. This component is essential to ensuring
comprehensive health care, as it organizes the patient flow between different levels of care,
ensuring continuity and resolution of care, while strengthening medical education by
expanding both population access and teaching opportunities for students. Additionally, by
integrating students into the use of digital technologies and mobile applications from
undergraduate through residency training, the project contributes to their familiarity with
digital tools that are already part of contemporary medical practice, a reality that must be both
taught and learned from the earliest stages of professional education.
