Ischemic stroke is a public health issue in Brazil, given its significant socioeconomic impact
and high mortality rate. From this perspective, analyzing the context in which the problem is
inserted is essential for the construction of efficient public policies. This context analysis is
based on the assumption that all human action is context-dependent and can only be understood
by analyzing the scenario in which it occurs. Based on the organization in contexts, we present
in this paper the problem of Ischemic stroke, which is inserted in the panorama of Brazilian
public health, in which Permanent Education in Health is a strategy to overcome existing
obstacles. In view of this scenario, this study seeks to strengthen the line of care for ischemic
stroke through continuing health education, exploring preventive, diagnostic and therapeutic
aspects, while discussing the importance of health education as a unifying tool within the SUS.
This study developed a manual aimed at guiding patients, family members, caregivers and
primary care teams in the management of ischemic stroke in the elderly in the city of Caico/RN.
To collect the data, a review was carried out in the following databases: Scielo, PubMed and
CAPES journals. Subsequently, the organization of the local equipment available for the
construction of the manual itself was understood. As desired results, it is expected to strengthen
the local health network and articulate it to face cerebrovascular diseases. Therefore, through
collaborative work, context analysis and Permanent Health Education, we seek to build more
cohesive stroke care in Primary Care, avoiding variations in care, reducing morbidity and
mortality and associated costs.
