Quality in health care: perception of users, professionals, managers and providers

The Brazilian Constitution of 1988 creating the National Health System - SUS identified as guidelines, universality, comprehensiveness and social participation. The major legal and operational differential management in the current system is the social control carried out by users, health professionals, managers and providers, as deliberative and purposeful actors in health councils and conferences. More than 25 years have broadened considerably the efficiency of the system, but many are still challenges for the efficiency and effectiveness of the SUS. The current crisis in the health system brings forth issues related to access and quality. The Ministry of Health has launched programs and projects in specific areas, to evaluate and lead to improved quality, as happened fifteen national conferences Thus, knowledge on the subject and the institutionalization of a quality assessment culture is still very distant. In 2015 occurred in Brazil the 15th National Conference on Health which had the theme "Public health quality to take good care of the people: the right of the Brazilian people" and as 1 the thematic discussion of Axis: "Right to Health, Access Guarantee and Quality of attention. " The 27 states held their conferences, in the Rio Grande do Norte state had the 8th Conference of Health - CES / RN. This research is a qualitative study, document analysis, which aims to know the perception of users, professionals, managers, health care providers about the concept of quality in health services. The data used in this research were primary, obtained from questionnaires filled out by delegates at the accreditation in 8th CES-RN. For selection, tabulation and data categorization utillizou the Analyse Software lexicale par Contexte d'un Ensemble of Segments of Texte - ALCESTE. And for material analysis and interpretation of results we used the content analysis (Bardin, 2003).
