ANALYSIS OF THE REGISTRATION SITUATION OF MUNICIPAL HEALTH PLANNING INSTRUMENTS OF SUS

Introduction: Compliance of Brazilian municipalities with health planning instruments, such as the Municipal Health Plan, the Annual Health Program and reports, is essential to guarantee the effectiveness of health policies, aiming for better monitoring of resources and results . Objective: To analyze the municipal health planning instruments of the SUS, regarding the registration status and its association with geographic characteristics. Methodology: Quantitative cross-sectional study in which the municipal health planning instruments of the SUS available on the Strategic Management Support Room (SAGE) portal were evaluated, regarding their approval status, for the period 2018 to 2021. The Plans were evaluated Municipal Health Plans (PMS), Annual Health Programming (PAS) and Detailed Reports for the Previous Four Quarters (RDQA) and Annual Management Plans (RAG). To define analysis groups of municipalities, the two step cluster statistical procedure was carried out. The association between the clusters and geographic variables (degree of urbanization, municipal typology and macroregion) was assessed using Pearson's chi-square test. Results: Information relating to 5563 Brazilian municipalities was evaluated. In Cluster 1, 3,370 municipalities (60.6%) were grouped, with the preponderant characteristic being a higher number of approved instruments. On the other hand, in Cluster 2, which encompassed 2,193 (39.4%) municipalities, more cases of non-compliance were found in relation to the status of the instruments evaluated. No association was identified between the degree of urbanization or municipal typology and the cluster of municipalities, but rather between this and the macro-region. Conclusion: The regional discrepancies identified in the present study signal the existence of weaknesses and challenges specific to each region, pointing to the need for different strategies to meet these different realities.
