SUMMARY:

Work management aims to implement new models of organization and functioning of public health services in the country, making it indispensable in the processes of political-administrative organizations of the Unified Health System (SUS). This study aimed to analyze the implementation of Permanent Education in Health in the management planning instruments of the municipalities of the 4th Health Region of Paraíba, which is divided into three Macro-regions and 16 micro-regions of health, where there are the headquarters called Regional Health Managers (GRS). The present study is a documentary research of qualitative approach with descriptive nature, which used letters, memoranda, newspapers, magazines, speeches, scripts of radio programs, as sources of information. Among the health microregions, the 4th Health Region of the State of Paraíba was delimited for this research, located in the region of Curimataú and Seridó Paraibano, which is composed of twelve small municipalities, namely: Cuité, Nova Floresta, Nova Palmeira, Barra de Santa Rosa, Sossego, Damião, São Vicente de Seridó, Baraúna, Picuí,  Cubati, Pedra Lavrada, Friar Martinho. The analysis took place in two stages. In the first, the qualitative data analysis program Iramuteq was used. In the second, the method of Content Analysis of the documents was performed, constructing a synthesis table containing the central ideas of the texts. For this, it used Municipal Conferences, Decrees, Laws, Municipal Plans, EPS, EPS Ordinances, CIES Reports, Technical Chamber Reports, CIB Resolutions, CIR/PMEPS Resolutions, State Conference Reports and Mental Health Program, accounting for a total of 69 documented analyzed.  It is concluded that public policies are the result of a set of actions produced in the territories, and that the autonomy with which workers and users have produced their paths is often off the radar of managers who think they are controlling work only by management spreadsheets and information systems.
