Bureaucracy at Street Level: professional autonomy in the implementation of public policies in the Family Health Strategy (FHS)

The public policy development involves a cycle of steps - agenda, formulation, implementation, evaluation -, necessary to understand the decisions taken and their consequences. In the implementation phase, the planned decisions are consolidated into final actions and practices, due to which some problems may arise. Street Level Bureaucrats are considered the implementing agents of frontline actions and are responsible for the direct delivery of policies to citizens. In the Unified Health System, professionals working in the Family Health Strategy can be considered BNR's of reference in the care of health actions and acquire the role of governance by putting into practice mechanisms with different degrees of autonomy and strategy to meet the needs. of the population according to the profession they occupy in the work scenario. In this sense, this research aims to analyze the relationship established between BNR's in their work routines at the ESF, in order to understand the influence of the manifestation of professional autonomy in the implementation of public policies, considering the context of the sociology of professions. A qualitative, exploratory research will be carried out. As a data collection technique, in-depth interviews will be carried out with the workers of the ESF Expedito Araújo de Lima, located in the municipality of Currais Novos, Rio Grande do Norte. The analysis of the narratives will be done from the perspective of thematic Oral History. It is expected to identify possible factors that influence the implementation of policies in view of the professional autonomy exercised by the BNR'S in the ESF, to reflect on the professional role of health workers in PHC for the implementation of public policies.
