SUMMARY:

Congenital syphilis is evaluated as a serious public health problem in Brazil, due to the high rates of undesirable perinatal morbidity and mortality that have been maintained since 1990, although prevention actions are applicable in prenatal programs during adequate care for women. pregnant. In Brazil, prenatal consultations are carried out primarily in Primary Health Care, with monitoring by the team, with the nurse having consultations interspersed with medical care. In this context, despite improvements in accessibility to prenatal care, there are important gaps in the management of pregnant women, regarding the insufficient number of consultations and their start, the criteria for performing routine exams and the conduct of specific treatments. Therefore, this study aims to build and validate a technology for nursing care in the prevention of congenital syphilis. As a theoretical framework, Jean Watson's theory of human care is used, which consists of the application of critical thinking and the nurse's continuous decision-making, in the survey and solution of the health problems of the individuals under their care, in line with the confrontation of the problem of congenital syphilis made possible through the use of the strategy of prenatal consultations. This is a methodological study to be developed in two phases: the first, the development of a technology for nursing care in the prevention of congenital syphilis and, the second, the content validation of this technology. It will be carried out in Family Health Units of the Municipal Department, in the city of Natal, a city in northeastern Brazil. As data collection procedures, the intervention mapping protocol will be used, which has the purpose of horizontal and participatory construction of protocols, programs, booklets and instruments to solve practical problems. In the first phase, the method includes six steps (needs assessment, formulation of change objectives, selection of methods based on theories and practical strategies, production of technology, projection of an implementation plan and evaluation planning) and will have as a population nurses who perform prenatal consultations at Family Health Units in Primary Health Care. The analysis of the resulting material (text contemplating the participants' statements) will be carried out systematically, depending on the categories formed through Bardin's framework. In the second phase, the population will include specialist nurses (experts) in women's health and professors linked to the disciplines that deal with the subject in question, to evaluate the original matrices and their content for the elaboration of the technology, which will be inserted in an electronic spreadsheet. The relevance of the items obtained by the agreement between the observers will be made by the Kappa index and the Content Validity Index, considering an agreement rate of 80% among the experts. As for the results, preliminary studies raised by a review showed that nursing care in the prevention of congenital syphilis using technologies is a dynamic process that positively interferes in the realities experienced in primary health care. Therefore, it is expected that the construction of a technology for the prevention of congenital syphilis, based on a theory of nursing care, will provide greater participation of nurses, reinforcing the bonds and enhancing the present resources, being able to qualify the nursing action and contribute to the reduction of syphilis cases in prenatal care settings. The research will follow the parameters of Resolution No. 466/2012 of the National Health Council. With the conclusion of the study, it is intended to offer subsidies for the strengthening of nursing care in the monitoring of prenatal care in primary health care with a view to reducing cases of congenital syphilis.
