SUMMARY:

Palliative care is defined as a holistic approach, which provides an increased quality of life, through the prevention and relief of biopsychosocial-spiritual distress caused by a progressive disease that threatens the life of the patient-family binomial. In Brazil, it is defined as a palliative philosophy, legally integrated to the services of the Health Care Network at all levels, including the level of primary health care, whose assistance at the Health Unit and/or at home must be integral, continuous and resolute. It is therefore understood that the timely recognition of the need for palliative care in users assisted in this context is essential for the planning of care, prevention of symptoms and provision of care necessary to maintain life and health, as a way to promote de-hospitalization. Nevertheless, it is observed that reflection on the recognition of this demand by health professionals is incipient at the level of primary health care. This study is intended to describe the meanings attributed by health professionals to the recognition and identification of users who are eligible for palliative care, when assisted at this level of health care.This is a descriptive and exploratory study, with a qualitative approach, anchored in Alfred Schütz’s theoretical-methodological framework of social phenomenology. The study setting is located in the Family Health Units of the North I, North II and West Health Districts, which are health regions in the city of Natal, located in the State of Rio Grande do Norte. Participants will be the health professionals who make up the Family Health Strategy teams of the selected units.In order to collect data, semi-structured interviews will be used, online or in person, guided by a form containing two parts: the 1st containing information related to the personal and professional characteristics of the interviewees,and the 2nd part includes a script for open questions related to the meanings attributed by professionals about palliative care in primary care, highlighting this recognition and the identification of palliative needs presented by users at this care level.The sociodemographic information obtained from the participants will be treated and analyzed with simple descriptive statistics in the Microsoft Excel program, version 2013, while the analysis of the statements will be guided by Content Analysis in Bardin’s thematic modality, using the Atlas.ti 9.0® software to support the codification and categorization of the material, based on the perspective of Schütz’s phenomenology.It is claimed to follow the ethical precepts recommended in Resolution nº 466/2012 and Resolution nº 510/2016 of the National Health Council, in all its stages, starting the study after the favorable opinion of the Research Ethics Committee of the Federal University of Rio Grande do Norte. It is hoped that the results achieved can contribute and/or assist in the development of guidelines and lines of care that integrate palliative care in primary care, with a view to organizing and planning this care, considered essential in ensuring dignity and people’s right to health, as well as improving the quality of life of people and families with palliative care needs.
