SUMMARY:

Systemic Arterial Hypertension (SAH) represents a serious epidemiological problem in Brazil and worldwide, both because of its high prevalence and because of the complications that it causes with marked morbidity and mortality rates and relevant impacts on hospital costs. In Brazil, the challenges to control and prevent SAH and its complications are faced, mainly, by the teams that provide Primary Health Care (PHC), whose work process foresees a bond with the community and the assigned clientele. Assessing the performance of PHC in the care of people with SAH is an important need for propositions that seek to improve the quality of care since assessment is an instrument that supports decision-making and guides changes. Whit this in mind, this project aims to evaluate the attributes of primary health care in the care of patients with Systemic Arterial Hypertension in the municipality of Parnamirim. This is an evaluative study with a quantitative approach of a normative nature. The evaluation model created by Barbara Starfield will be used as a theoretical-methodological framework, which suggests a normative method to measure the achievements of primary health care, assessing the capacity and performance of attributes at this level of care in relation to the actions developed and offered. The study will be carried out in health stations that offer primary health care services in Parnamirim, a city in the metropolitan area of the state of Rio Grande do Norte, Brazil. The study population will be composed of nurses and doctors from the Family Health Strategy teams, responsible for the follow-up consultations of patients with SAH within the scope of the city’s primary care. Currently, the municipality has 55 teams. The sample will include professional doctors and nurses who work in the researched station for at least three months. Professionals who are on sick leave and professional leave will be excluded. Data collection will be performed using an instrument to assess the capacity and performance of assistance to hypertensive patients in PHC. This instrument was created based on the Primary Care Assessment Tool at the Brazil version (PCATool-Brasil) and Primary Care Booklet No. 37 both published by the Ministry of Health. The instrument is composed of 5 questions for the characterization of professionals and 29 questions that seek to evaluate the elements related to the capacity and performance of each PHC attribute, they are: first contact access; longitudinality, integrality and coordination. The data will be analyzed using descriptive statistics in which scores will be calculated and can be classified as High (score ≥ 6.6) or Low (score <6.6), where High is a property of PHC attributes presence and extent, revealing better targeted services. The study will follow the ethical and legal principles that govern scientific research in human beings, advocated in Resolution No. 466/2012, of the National Health Council. The purpose of this study is to: Know the process for the care of people with Hypertension Systemic Arterial in the municipality of Parnamirim through the Logical Model created, in addition to knowing and judging the extension of the essential attributes of PHC in the care of people in this group. These results can guide the support of other studies and guide the managers and health professionals involved.
