SUMMARY:

The present work aims to analyze the discourse of modernity that touched the Baixo-Açu Project. In order to know the particularities and interests that involved the modernity proposed for the Valley, we analyzed the relationship between the construction of the Armando Ribeiro Gonçalves dam and the discourse of combating droughts that emerged in the Northeast from the drought of 1887 - 1889, also known as " Great Drought”. We also analyzed the link that exists between the hortifruti project attached to the Baixo-Açu project and the context of economic incentive given by the National Development Plans during the Military Dictatorship. We observed the resistance movements that emerged in the Valley during the construction of the dam and found that the claims gained strength with the involvement of ecclesiastical, union and academic leaders. Resistance struggles sought improvement for the individuals who would be affected by the work. Finally, we discuss the elements that shaped the modernity of Nova São Rafael. We have seen that the city structure is influenced by the hygienist and urbanist discussions that circulated in Europe during the 19th and 20th centuries. Our writing makes use of the periodical O Diário de Natal (1975 – 1979) to understand some information and discourses that circulated about this project. It is also based on materials that were issued by the Federal Police Department-Regional Superintendence of Rio Grande do Norte, Ministry of Aeronautics, National Information Service, DNOCS Propaganda Pamphlet, correspondence addressed to Bishop Dom Heitor and speech by politician Moacyr Duarte. Methodologically, the work is based on a literature review, of an academic and regional nature, on the Baixo Açu Project, including the selection of texts on modernity and sertões. There was an online consultation of the newspaper O Diário de Natal and everything will be analyzed via Discourse Analysis.
