SUMMARY:

This dissertation brings the results of an investigation into the northeastern Sertão, which aims to investigate the Seridó potiguar from the performance of the Alliance for Progress, Food for Peace and Work Fronts programs, covering the second half of the 1960s and the 1970s. From this region extremely punished by the actions of the drought, we tried to understand how the programs advertised as being of humanitarian aid carried out in the northeastern Sertão became decisive in the survival of part of the region's residents considered to be plagued. The consequences of the drought for the population were extreme, one of the alternatives found by the rulers was the creation of the Emergency Fronts, one of the public policies implemented with the intention of minimizing the social impacts resulting from the long periods of drought through the donation of American surpluses under the guarantee of long-term payment. The government of the state of Rio Grande do Norte aimed with this, to contain part of the population in their places of origin, as well as to minimize hunger and the lack of control in the local economy generated by this climatic phenomenon. The work permeates the discourse analysis with a political – social historiographical focus and the concepts of the hinterland, political history, modernization and flagellates. The same uses documents such as reports, forms, books and newspapers, sources that are available on the website of the Brazilian Digital Hemeroteca, Diocesan Archives in the city of Caicó, Archive of the 1st Engineering and Construction Battalion of Caicó, in addition to newspaper publications , Diário de Natal, Diário de Pernambuco, Correio Braziliense and O Poti, with circulation date in the period exposed, which show us that, more than the news of progress, calamity and welfare, there was also a constant dissatisfaction due to factors that increasingly destabilized the region, these being hunger, disease, and often death. Over the period studied, both the Food for Peace Program and the Work Fronts were essential activities for the sertanejos for a crowd that offered labor in the construction of emergency works in exchange for payment and food transferred through the agreements signed between the governments of Rio Grande do Norte and the government of the United States of America.
