Introduction: The adoption of a public policy on access to antiretroviral medications has brought numerous benefits in combating the HIV/AIDS epidemic, such as preventing transmission, reducing morbidity and mortality, as well as improving the quality and life expectancy of people living with HIV (PLHIV). However, there are still major challenges such as ensuring timely access and maintaining adherence to treatment in health services. In order to identify gaps in the stages of continuous HIV care, the Ministry of Health developed the PLHIV Clinical Monitoring System (SIMC) to assist HIV/AIDS Specialized Care Services (SAE) in monitoring PLHIV. Objective: Build and validate a practical guide for operationalizing SIMC in SAEs in Rio Grande do Norte. Methodology: Methodological study to be developed in three phases: scoping review on the topic, construction of the practical educational guide and validation. After creating the guide, the content and appearance are validated by experts. These will be selected through the analysis of CVs submitted to the Lattes Platform of the National Council for Scientific and Technological Development (CNPq) and, subsequently, to the experts who accept to participate in the research, a data collection form will be sent via email. of google forms, intended for evaluating the practical guide through the application of the Delphi technique, containing multiple choice questions according to the original five-point Likert scale (5 strongly approve to 1 strongly disapprove). For data analysis relating to the validation stage, the item that presents more than 70% agreement between experts and a Content Validity Coefficient (CVC) > 0.8 will be considered valid. The project will be submitted for approval to the Research Ethics Committee of the Federal University of Rio Grande do Norte to begin research.
