SUMMARY:

Introduction: Nearly a decade after its publication, the Brazilian National Policy for Comprehensive Child Health Care (PNAISC) has not yet been fully implemented. In this context, Axes 1 and 3 stand out due to their strong interface with Primary Health Care and their high potential for operationalization. Therefore, strategies are needed to bridge policy guidelines and real-world management and care practices. Objective: To develop, through a collaborative process, an informational tool aimed at supporting municipal child health planning and the implementation of Axes 1 and 3 of PNAISC within a Knowledge Translation framework. Methods: This participatory action research study adopted a co-creation approach grounded in Knowledge Translation and Patient and Public Involvement (PPI). Participants were members of the Public Involvement in Research Committee of the Birth and Growth Study, including health managers, healthcare professionals, and caregivers of children with experience related to child health. Biweekly online meetings were conducted, and participants’ contributions were recorded, systematized, and incorporated into successive prototypes of the tool. The final material was assessed by participants and reviewed by technical staff from the Child Health Department of the Brazilian Ministry of Health. The co-creation process was evaluated using the PROSECO framework. Results: Four meetings were held to develop the product, offered at alternative times to maximize participation. The group collectively agreed on the development of a booklet designed to support municipal child health planning and actively contributed to defining its content, format, and language. The final material was approved by committee members and considered appropriate by specialists from the Ministry of Health. The booklet includes examples of goals, indicators, and strategies related to PNAISC, providing practical guidance that can be adapted to different municipal contexts. Evaluation of the co-creation process demonstrated high levels of acceptability, clarity, and perceived usefulness, as well as strong participant engagement and effective integration of diverse forms of knowledge and experience. Facilitating factors included participant diversity and collaborative interactions, while challenges were mainly related to time constraints for participation. Conclusions: The integration of Knowledge Translation and Patient and Public Involvement proved feasible for the collaborative development of an informational tool with the potential to bring PNAISC guidelines closer to health management and planning contexts. The findings support the relevance of knowledge co-production as a strategy to strengthen policy implementation and municipal child health planning.
