OPTIMUS: Innovation Management Methodology for RD&I Projects in Brazilian Public STI Institutions

With devices aimed at stimulating scientific development, research, scientific and technological training and innovation, Law 13,243 of January 11, 2016 - known as the Legal Framework for Science, Technology and Innovation - impacts on Research, Development and Innovation - RD&I of Scientific, Technological and Innovation Institutions - ICT (from Portuguese: Instituições Científicas e Tecnológicas). The appropriation of the legal instrument by Brazilian ICT can translate into strengthening the country's competitiveness. It is within this legal demand that the window of opportunity for scientific-entrepreneurial research in this work is centered. In this direction, the objective of the study was to develop an agile management methodology, geared to the specificities of ICT, especially with regard to compliance with institutional and legal requirements, as well as in which it speeds up the different phases of RD&I projects. Within this purpose, (1) MS Project, Artia, Slack, Asana, Gantt Project management tools; (2) the Scrum agile methodology; (3) the Design Thinking creation approach and (4) the Technological Readiness Level methodology - TRL were studied. The effort of scientific-entrepreneurial research has generated Optimus, an Innovation Management Methodology aimed at optimizing RD&I projects for public ICT. In addition to monitoring compliance with ICT requirements, in the phases of (i) basic and applied research; (ii) technological development and (iii) innovation, Optimus informs the TRL of RD&I projects, which can be configured to mitigate investment risks. Optimus validation was performed with the Minimum Viable Product - MVP of the homonymous tool, under simulation, through its application in the SPACEVANT research project of the Barreira do Inferno Launch Center - CLBI. The analysis of the validation data showed that the use of Optimus offers speed of processing and simplification of internal procedures.
