SUMMARY:

In 2010’s Brazil, marriage between people of the same sex was ruled legal by Brazil’s
Supreme Court and Nacional Council of Justice, after decades of insistence by the
organized LGBT+ movement and their supporters. In 2023 however, the Bill No. 5167/09
was brought back into discussion. This bill aims to forbid same-sex marriage. This is still
technically possible because a law, voted and sanctioned, forcefully overcomes a Supreme
Court decision. In response to this, Bill No. 580/07, which aims to make same-sex marriage
legal in a definitive manner, also came back into discussion. This research has the main
goal to shed some light over the current state of the discourse surrounding same-sex
marriage, which came back to circulation in the Parliament, thanks to the aforementioned
bill coming back into discussion. For this, an analysis was done of the reports of the
deputies Érika Hilton and Pastor Eurico, who were the bill’s reportees, meaning that they
each argued in defense of their position around the subject matter. The questions aimed to
be answered are: (a) How is characterized Érika Hilton’s discourse about the Bill No.
580/07? (b) How is characterized Pastor Eurico’s discourse about the Bill No. 5167/09? (c)
What dialogical relations can be identified between the two reports? The analysis done is
based on the Bakhtinian perspective of discourse, meaning it’s in the Dialogical Discourse
Analysis, being of qualitative character. This means so say that the main theorical basis for
this research ar the works of Bakhtin (2009, 2022) and Volochinov (2017) about language,
and, additionally, the works of Brait (2008), Faraco (2019), Ponzio (2008), and Sobral
(2009), having as a focus the concepts of dialogism, social voices, non neutrality of
discourse and the responsible act. There were two analysis categories to exemplify the
dialogical aspects of each report: the concept of family and the concept of LGBT+ people.
The results point towards the polarization between the tow discourses, in a way where the
deputies evoke very distinct social voices.
