SUMMARY:

Communities facing socio-environmental vulnerability require not only public policies but
also educational initiatives aimed at disaster risk prevention and reduction. In this context,
civic literacy emerges as a social practice that tends to strengthen citizen participation,
community engagement, and the collective construction of knowledge to address risks arising
from extreme weather events. Developed within the field of Applied Linguistics and grounded
in the sociocultural perspective of literacy studies, this research investigates the civic literacy
practices promoted by the multi-risk project in the José Sarney community, located in the
north zone of Natal, Rio Grande do Norte, a setting characterized by socio-environmental
vulnerability and exposure to risks from natural weather events. The study views civic literacy
as a situated social practice and analyzes how the multi-risk project’s actions contributed to
strengthening community participation, civic development, and the ability to cope with risk
situations. Its objectives are to: investigate whether the actions developed by the multi-risk
project contribute to the development of civic literacy among the population of the José
Sarney community; map the literacy practices developed by the project's researchers in that
community; analyze how these literacy practices are carried out; and observe the conceptions
of civic literacy held by the researchers working on the project in the José Sarney community.
The research is grounded in sociocultural literacy studies, the Bakhtin circle’s conception of
language, and Freirean critical pedagogy. It focuses on discussions regarding civic literacy,
the understanding of literacy events and practices, and the notion of community voice as an
essential dimension for meaning-making and the exercise of social participation in
communities facing natural disaster risks. Methodologically, the study is characterized as
critical action research, employing an ethnographic approach and a qualitative, interpretivist
methodology. The data were generated through participant observation, field journal entries,
photographic records, and the analysis of artifacts produced during workshops and discussion
circles, as well as a questionnaire administered to researchers associated with the multi-risk
project. Preliminary results indicate that the activities carried out foster community
engagement, value local knowledge, strengthen civic agency, and broaden the critical
awareness of both participants and researchers regarding the socio-environmental issues
experienced by the community. The findings also highlight that educational practices focused
on disaster risk reduction serve as meaningful spaces for reading, writing, social participation,
and the collective production of knowledge.
