This project's general objective is to investigate the political-economic directions surrounding the Continuous Benefit Payment and some provisions for access by people with disabilities. Specifically, it seeks to understand elements of the counter-reform process of social policies in the face of fiscal austerity; to examine the changes in the rules and procedures adopted for applying for, granting, maintaining, and reviewing the BPC between 2015 and 2025; and to analyze how these changes have impacted access to and retention of the benefit for people with disabilities. Anchored in historical-dialectical materialism, the methodological approach is bibliographical and documentary research. It is justified by the utmost importance that the benefit has in the lives of people with disabilities and the possibility of contributing to the debate on access to this social right in the context of the neoliberal offensive that characterizes the present time.
