Tendencies Imposed in the Basic Social Protection Daily of the Unified Social Assistance System in Natal-RN.

The Social Assistance Policy – PNAS is a social right enshrined in the Brazilian Federal Constitution and, as a public policy, it must serve those who need it, providing Services, Programs, Projects and Benefits. It is also a privileged socio-occupational space for the Social Work professional practice. Considering, Brazil's current situation, despite the intensification of the capital crisis, Social Assistance faces challenges for materialization, that passes through funding to the services provided in the day-to-day activities of the social assistance equipment, responsible for its operationalization throughout the country. In the case of Natal-RN, there have been important modifications since the public tender held in 2016 - a year that coincides with the new type of coup and the consequences for the situation until 2022, which also involves the destruction of social protection mechanisms by extreme far right governments at national and local level. Thus, we were concerned to unveil this reality based on an understanding about Brazilian state, which, given its class protagonism and its impositions - crossed and mediated by metamorphoses in the world of work, permanent fiscal adjustment and social deprotection - demand the need to grasp the ideopolitical determinations that cross, affect and profile the daily work in Basic Social Protection – SUAS, Natal – RN. In this sense, the thesis general goal is to analyze the impacts of the PNAS ideopolitical guidelines on the Basic Social Protection in Natal – RN. The specific goals are to analyze the socio-economic determinants of Brazil's post-coup situation and their impact on the Social Assistance Policy; to investigate the socio-historical processes of the Social Assistance Policy in Natal and to identify the tendencies imposed to the PSB and how they reverberate in the SUAS consolidation in Natal-RN. We opted for the historical-dialectical materialist theoretical-methodological framework, to capture, in the reality movement, the contradictions and mediations that interrelates the object from perspective of totality. Like this, we proceed a qualitative, bibliographical and documentary approach. In addition to the Social Work critical references, the notes and technical guidelines, legislation, reports extracted from electronic systems, the SUAS WEB database and the day-to-day experience of professional practice in SUAS, constitute the research environment. As a result of this research, we pointed ideopolitical tendencies that highlight the alignment at the local level with national guidelines on how to manage the Social Assistance Policy; the ideopolitical option to dismantle the composition of the SUAS in the municipality and the exhaustion of the workforce that culminates in dismantling and “suffocation” as characteristics of the PSB in Natal-RN, persisting the need to defend the consolidation of Social Assistance in the potiguar capital.
