WORK, PROTECTION AND PUNISHMENT IN BRAZILIAN SOCIO-EDUCATIONAL CARE: AN ANALYSIS OF THE STATE'S POSITION REGARDING THE CURRENT PUBLIC POLICY ON ACCESS TO VOCATIONAL TRAINING FOR ADOLESCENTS

ABSTRACT
This research project aims to analyze the position of the Brazilian State in relation to the current public policy of access to professional training for adolescents serving socio-educational measures, based on the dialectical relationship between work, protection, and punishment within socio-educational services. The study is grounded in the understanding that the socio-educational system is permeated by historical, political, and ideological determinations that simultaneously reflect the paradigm of comprehensive protection and the persistence of punitive practices, which directly affect the possibilities of access to professional training. The research adopts a qualitative approach, based on documentary analysis, with the National Reports of the National System of Socio-Educational Services (SINASE) from 2020 to 2024 as its primary source. The historical-dialectical materialist method guides the investigation, enabling the apprehension of contradictions, mediations, and limits of state action within public policies aimed at professional training for adolescents under socio-educational measures. Data will be systematized through central analytical categories—namely the socio-educational system, work, and public policies for professional training—seeking to highlight normative and institutional gaps, inconsistencies, and challenges to the effective realization of the right to professional training as a constitutive dimension of comprehensive protection. The expected results aim to contribute to a critical understanding of the role of the Brazilian State, providing theoretical and analytical support for the debate on the interface between socio-educational policies, work, and social rights, as well as for the improvement of actions aimed at the professional training of adolescents within the socio-educational system.
