SUMMARY:

Brazil has undergone intense medicalization of childbirth, consolidating a technocratic model and high cesarean section rates. Given this scenario, the construction and validation of a Technical Note to standardize the practice of obstetric nurses in low-risk maternity wards becomes necessary. This study aims to construct and validate a technical note directed at the care provided by obstetric nurses in low-risk maternity wards. This is an applied, descriptive, and methodological research study with a quantitative approach, based on the psychometric framework of Pasquali et al. The study will be developed in three stages: theoretical, empirical, and analytical, comprising scoping review, instrument development, and validation. The theoretical stage will involve scoping review and the Joanna Briggs Institute; the empirical stage will encompass the construction of the technical note, validated by experts based on Fehring's criteria; and the analytical stage will include the calculation of the Content Validation Coefficient and the Kappa coefficient to measure inter-rater agreement. The research will be conducted at the Alyne Network in Rio Grande do Norte, observing the ethical principles of the National Health Council and the confidentiality of the participants. It is expected that the study will result in the creation and validation of a State Technical Note that guides and standardizes the practice of obstetric nurses in low-risk maternity wards, promoting the humanization of care, maternal and child safety, and the strengthening of professional autonomy.
