CONSTRUCTION AND VALIDATION OF A PRACTICAL GUIDE FOR OPERATIONALIZATION OF THE CLINICAL MONITORING SYSTEM FOR PEOPLE LIVING WITH HIV IN SPECIALIZED HIV/AIDS CARE SERVICES IN RIO GRANDE DO NORTE

Introduction: The adoption of a public policy for access to antiretroviral drugs has brought numerous benefits in combating the HIV/AIDS epidemic, such as preventing transmission, reducing morbidity and mortality, and improving the quality of life and life expectancy of people living with HIV (PLHIV). However, there are still major challenges, such as ensuring timely access and maintaining adherence to treatment in health services. In order to identify gaps in the stages of continuous HIV care, the Ministry of Health developed the Clinical Monitoring System for PLHIV (SIMC) to assist Specialized HIV/AIDS Care Services (SAE) in monitoring PLHIV. Objective: To develop and validate a practical guide for the operationalization of SIMC in the SAE of Rio Grande do Norte. Method: This is a methodological study systematized by the following stages: theoretical, empirical and analytical procedures. The theoretical procedures aimed to conduct a scoping review on the topic and to develop a practical educational guide. In the empirical procedures, the content and appearance validation stage of the instrument was carried out by experts, through the use of the Delphi technique, using Google Forms. In the analytical procedures, the Content Validity Coefficient (CVC) >0.8 was calculated and the Kappa test (>0.70) was applied to assess the degree of agreement of the judges on the analyzed items. Results: In the general validation of the instrument, the results obtained in Delphi 1 were CVC, 0.95 and Kappa, 0.91. In Delphi 2, CVC, 1.0 and Kappa, 1.0. Conclusions: The developed instrument has been validated and has the reliability to be adopted in the SAE. Thus, it represents an educational technology that will support managers and health professionals in monitoring the care directed at People Living with HIV.
