SUMMARY:

Contemporary cities face complex challenges stemming from accelerated urbanization, such as the degradation of heritage areas and socio-spatial inequalities. Within this context, the object of study of this thesis is the Encosta Program Urban and Social Regeneration of the Encosta de São Vicente, developed in the municipality of Torres Vedras, Portugal, throughout the 2014 2020 period, as well as the policies and practices of integrated urban rehabilitation applied to areas of heritage value. The research is based on the premise that integrated urban rehabilitation must transcend the physical dimension to foster socio-spatial cohesion and the preservation of cultural identity, utilizing urban governance with an emphasis on integrated conservation as an essential analytical field. Thus, the following question arises: In what manner did the Encosta Program incorporate and articulate itself with integrated urban rehabilitation policies at both the European and Portuguese levels, aiming for socio-spatial cohesion, urban and social regeneration, and the safeguarding of cultural identity within the territory? The hypothesis maintains that the incorporation of integrated urban rehabilitation principles in the Encosta Program occurred asymmetrically: while physical and environmental goals strictly aligned with European and Portuguese regulatory requirements, the efficacy in promoting urban and social regeneration and socio-spatial cohesion was conditioned by the capacity of local governance to mediate the specific pressures and identity demands of the territory. The general objective was to critically analyze the application of integrated urban rehabilitation policies (at European and Portuguese levels) based on the experience of the Encosta Program, extracting lessons on the capacity of such actions to promote socio-spatial cohesion, urban and social regeneration, and the safeguarding of cultural identity in heritage territories. The specific objectives encompassed identifying the analytical categories of European Union policies, systematizing the singularities of Portuguese urban policy, and reflecting on the lessons learned that may subsidize future interventions in the Brazilian context. The methodology was based on the hypothetical-deductive method with a qualitative approach, combining bibliographic and documentary research (books, theses, dissertations, articles, legal diplomas, plans, programs, workshop reports, and institutional videos) and direct observation of the actions through in loco experience. The results evidence that, although the consolidation of certain impacts requires a more extensive maturation period, the execution of projects and the implementation of actions demonstrate an operative efficacy grounded in the strategic articulation between supranational, national, regional, and local levels. The thesis concludes that the decentralization of management, anchored in the principles of integrated conservation and urban governance as an analytical field, is essential for understanding city transformation processes, especially in areas of heritage value, by requiring approaches that surpass traditional State intervention. The research demonstrates that a multilevel, relational, and territorialized governance model offers an operative framework for more integrated and participatory urban policies; such a model was decisive in strengthening territorial bonds, providing applicable contributions to urban rehabilitation projects in Brazilian contexts.
