SUMMARY:

This dissertation investigates the relationship between architecture, cultural policy, and territory based on the implementation of large museum facilities in Fortaleza, with an emphasis on the Estação das Artes Cultural Complex and the Dragão do Mar Center for Art and Culture. The research starts from the problematization of the insertion of cultural facilities in the old João Felipe railway station, located in the vicinity of the Moura Brasil neighborhood, seeking to understand how this intervention articulates with broader historical dynamics of urban space production. The objective of this work is to analyze, through a regressive movement, how the implementation of this facility fits into previous trajectories of cultural institutionalization in the city, highlighting that museums in Fortaleza often emerge linked to government projects and urban restructuring processes. It is argued that these facilities do not operate in isolation, but are part of territorial reorganization strategies that span different historical periods, especially in the 1960s, 1990s, and 2020s, time frames explored throughout the research. Methodologically, the study combines the regressive-progressive method, combining documentary analysis, bibliographic review, and participant observation. In this context, the notion of museum invasion is proposed to understand how the recurring implementation of large cultural facilities spatially and symbolically reconfigures the city, establishing new centralities and straining preexisting social dynamics. Based on this analytical approach, it was possible to understand that the conflicts identified do not stem from the existence of museums themselves, but from the logic that guides their design, implementation, and management. The research showed that the recent museum expansion in Fortaleza is part of a broader urban project in which culture plays a strategic role in the neoliberal restructuring of the territory, articulating historical processes of space production marked by structural inequalities. The notion of “museum invasion,” constructed as an analytical category that cuts across architectural, institutional, discursive, and everyday dimensions, made it possible to highlight how these facilities impose themselves as seemingly trivial urban solutions, but ones that are deeply intertwined with political, economic, and symbolic interests. At the same time, the experiences of social and community museology analyzed pointed to alternative possibilities for musealization, based on participation, territorial roots, and the collective construction of memory. In this way, the reorientation of cultural policies towards more horizontal, participatory models that are committed to social and territorial realities is a necessary step for museums to cease operating as instruments of territorial invasion and become spaces for encounter, listening, and social transformation.
