SUMMARY:

Contemporary cities face complex challenges arising from accelerated urbanization, such as the degradation of heritage areas and the deepening of socio-spatial inequalities. In this context, integrated urban rehabilitation emerges as a fundamental strategy to promote place valorization, social inclusion, and sustainability. Urban governance thus becomes a critical analytical field for understanding the processes of urban transformation, particularly in areas of heritage value, requiring approaches that transcend the traditional role of the State. This research is grounded in the understanding that a multidimensional, relational, and territorially anchored governance model provides an operative framework for integrated and participatory urban policies. In heritage contexts, these dimensions enable the articulation of cultural preservation, institutional innovation, social inclusion, and environmental sustainability. The complexity of managing such territories demands mechanisms capable of mobilizing resources, distributing responsibilities, and ensuring the continuity of interventions. Accordingly, this study focuses on the policies and practices of urban rehabilitation applied to areas of heritage value, with particular emphasis on the Encosta de São Vicente Regeneration Programme (2014–2020), in Torres Vedras, Portugal. The central research question investigates how European and Portuguese policies were articulated and/or incorporated into the Encosta Programme, fostering place valorization and socio-spatial cohesion. The hypothesis posits that the programme integrated these principles, evidencing multilevel governance and place identity as transversal axes between institutional guidelines and local practices. The methodology combines bibliographic review, documentary research (including legal frameworks, urban plans, interviews published in magazines, videos produced by the Municipal Council, and reports from participatory workshops), direct field observation, data systematization, and content analysis. Preliminary findings indicate that decentralized management and active citizen participation were decisive in strengthening territorial bonds and promoting a new urban centrality, particularly in the Encosta de São Vicente and its surrounding neighborhoods.
