The Landscape Fort: study of the surroundings of the Forte dos Reis Magos based on the urban legislation of the city of Natal/RN (1967-1994)

The current Environmental Protection Zone (ZPA) 07, which encompasses the surroundings of the Forte dos Reis Magos in the city of Natal/RN, is currently the subject of discussions and conflicts between various players in society. However, this area has played a fundamental role in the history and landscape of the capital of Rio Grande do Norte. Therefore, given the importance of this region, this study aims to analyse the delimitation of the area around Forte dos Reis Magos, based on Natal's urban planning provisions, starting in 1968, when the Serete Plan was drawn up, which marked the beginning of the construction of the urban planning legal framework for this location, until the delimitation of the area around Forte dos Reis Magos, recognizing and consolidating the region as a ZPA and all its historical, landscape and tourist potential, in 1994, with the macro-zoning of the Master Plan. To this end, a bibliographical review will be carried out of the urban historiography of Brazil and Natal, within the time frame and theme proposed, a survey of periodicals, newspapers, documentation and the legislation itself, also within the time frame and theme proposed, as well as interviews with important personalities who took part in or studied these processes. The study therefore aims to contribute to an understanding of the history of the urban planning legal framework of the current ZPA 07, with the aim of helping future regulations in the area.
