SUMMARY:
Law No. 11,947/2009 establishes that, within the scope of the National School Feeding Program (PNAE), at least 30% of financial resources must be allocated to the acquisition of food from family farming. Furthermore, it establishes the curricularization of Food and Nutritional Education (EAN) as a component of the teaching-learning process. However, the inclusion of EAN in the school curriculum has received less governmental attention than the requirement for the minimum purchasing percentage. Given this evidence, the thesis aims to analyze a specific requirement of a public policy, the PNAE, in the context of the popularization of science. This requirement involves the curricularization of EAN (Art. 2 of the aforementioned Law) in the public basic education system. A systematic literature review revealed a significant gap regarding the approach to curricularization of EAN, indicating that the requirement established by Art. 2, § II of the Law is not being met. This finding underscores the relevance and need to investigate the implementation of such a requirement based on elements that influence success and failure. The research adopts an action research approach, involving focus groups and interviews with parents of students, managers, and teachers from two schools that have been striving to incorporate EAN into their curriculum in the last two years. This approach will allow for an understanding of the advancements and challenges associated with this initiative and the mapping of social and educational technologies used to promote the inclusion of food and nutritional education in pedagogical practice. Achievements and barriers faced will be identified, mediated by infrastructure, institutional resistance, and limitations of didactic-pedagogical resources. The analysis of these aspects will contribute to understanding the challenges related to the implementation of the public school feeding policy. The results will provide technical and practical support for the Public Administration (buyer), educational system (consumer), and family farming (supplier). The research is based on the popularization of science, exploring implications in the curricularization of EAN as a strategy for democratizing scientific knowledge. Through action research, contributions will arise for understanding and improving the public school feeding policy (practical interest) by designing a proposal (technical interest) for compliance with the aforementioned legal requirement.
