SUMMARY:

The object of this research is to study the role played by SEBRAE in the service of the capitalist state. The intention is to expose the movements of the neoliberal state, through public policies, related to entrepreneurship and the ways of encouraging entrepreneurship in small and medium-sized enterprises, among them the support of SEBRAE. In 2018, there was a change in the "Legal Framework for Science, Technology and Innovation", which directly impacted autonomous social services such as SEBRAE. Therefore, in view of the contextualization and the change in the law, the general objective of the research is to investigate the role of SEBRAE as one of the main instruments of the Brazilian State in promoting entrepreneurship, through the axes of action, projects, ideas disseminated and structuring of resources. This project is based on the method of historical-dialectical materialism, which is based on the Marxist theoretical matrix. The research will be qualitative in nature, and content analysis will be used to analyze the data through an immanent analysis in order to approximate and categorize the information. Atlas.ti support software will also be used to collaborate in organizing the data. Secondary data will be collected from reports issued by both SEBRAE and institutions that collect and organize data on employment, income and entrepreneurship.
