SUMMARY:

Primary Health Care (PHC), as an assistive model, represents the starting point in healthcare systems, traditionally consisting of outpatient services that address the most prevalent health needs in a specific community. Since the 20th century, PHC has evolved, adapting to the distinct economic, political, and cultural realities of each region, shaping itself according to various social influences. In the Brazilian context, the Unified Health System (SUS) is the framework that seeks to ensure universal and free access to high-quality healthcare services, based on the principles of equity, comprehensiveness, and societal participation. However, like global healthcare systems, SUS faces pressing challenges, with limited financial resources being a significant obstacle that impacts its ability to provide effective and consistent care. The aging population and changing disease patterns impose a growing demand for healthcare services, making it imperative to secure adequate funding to preserve the sustainability and efficacy of the system. Faced with these financial constraints, the pursuit of efficiency becomes a priority, demanding optimized management of human, material, and financial resources, as well as the adoption of evidence-based practices. An approach to expand the scope and equity in primary care involves the rational allocation of resources, aiming to maximize service delivery while minimizing waste. This work aims to provide evidence to enhance the national planning of SUS, presenting a methodology adapted to the Brazilian context that can guide the formulation of public policies by the Ministry of Health. The work comprises two essays on the evaluation of efficiency in Primary Health Care. The first essay consists of a systematic review of the literature on efficiency in PHC, encompassing 47 articles that use Data Envelopment Analysis (DEA). The review highlights that human resources and infrastructure are the inputs most frequently associated with the production of health actions and outcomes. Additionally, there is a growing trend in research on PHC efficiency, with a broader focus on systems rather than isolated units. The second essay aims to analyze the efficiency of Primary Health Care in Brazil concerning the utilization and allocation of healthcare resources. The methodology employed is Dynamic Network Data Envelopment Analysis, enabling the evaluation of the efficiency of municipalities and healthcare units over time, emphasizing their interactions and technological improvement opportunities. The analysis period spans from 2019 to 2021, including municipalities stratified by population size as Decision-Making Units (DMUs).
