SUMMARY:

The development of basic education has been based on mechanisms that encourage improvements in the quality and efficiency of educational institutions. Putting public policies into effect, restructuring the responsibilities of each administrative sphere and implementing assessment and inspection systems are some examples of how to enhance educational performance. In Brazil, from the 1988 Constitution until the implementation of the new Fund for the Maintenance and Development of Basic Education (FUNDEB), the scheme of attributions and financial transfers to states and municipalities has undergone changes. In terms of management, the National Education Plan (PNE) is another instrument to conduct education in the country, based on guidelines and goals. PNE monitoring reports highlight the deficiency in achieving goal seven, related to educational quality. This target essentially aims at increasing the Basic Education Development Index (Ideb), which should reach intermediate targets (every two years). Due to the difficulties in aligning with the objectives of the PNE within the foreseen period (2024), educational institutions must seek new actions that help to achieve improvements. Measuring the performance of schools stands out as a means to encourage these changes, since it allows the assessment of performance standards, not only academic, but also organizational. Thus, motivated by the restructuring of basic education and goal seven of the PNE, this work intends to evaluate the efficiency of Brazilian primary schools, as well as suggest approaches that facilitate school management and progress towards educational quality. With the exception of the introduction and conclusion, the chapters of this work were developed independently and structured as scientific articles, in which each one is guided by a specific objective. Chapter 2 aims to discuss the issue of school efficiency based on a systematic review of the academic literature, exploring information such as techniques and predominant variables. Based on a sample of 75 articles, the preliminary results of the review show the use of Data Envelopment Analysis (DEA) as the main tool for evaluating school efficiency, with the socioeconomic context and the student-teacher relationship frequently associated to models. Chapter 3, based on goal seven of the PNE, intends to calculate and compare school efficiency through the DEA, defining reference points for inefficient institutions. Four evaluation models are proposed with different combinations of variables and periods. Context-dependent DEA will be used so that schools furthest from the efficiency frontier achieve achievable goals. In turn, using regression with panel data, chapter 4 aims to verify the effect of the type of administrative dependency (state or municipal) on school efficiency, measured by a dynamic DEA model.
