SUMMARY:

The research addresses the theme of rationality in the terms proposed by Alberto Guerreiro Ramos, based on his work The New Science of Organizations. It focuses on the context of administrative practices in the public sector by telecommuting. Its main objective is to understand, based on a theoretical review and field research, tensions between the substantive and instrumental rationalities in telework, providing subsidies for the feedback of administrative processes, taking the Ministério Público da Paraíba (MPPB) as an empirical environment. It will consist of two academic articles that complement each other. The first is a literature review and systematizes iterests and research objects in telework in the Brazilian Public Administration based on an inventory in the Capes Catalog of Theses and Dissertations (CTD). The results were, in their entirety, from research carried out in master's courses, mostly in public universities. Researchs at the federal level, in public educational institutions and from the Southeast region prevailed, addressing the implementation of telework and its impacts, focusing on advantages, disadvantages, challenges and potential. The influence of the covid-19 pandemic on interest in the topic is significant, expressed by the concentration of most surveys carried out from 2020 onwards. The second article deals with field research, with a qualitative approach, in the form of a case study, with document analysis and application of questionnaires to employees and managers of the MPPB Telework Program. The results will be evaluated by content analysis, based on attributes outlined by Serva (1997) and adapted to the case. The field research assumes that the public organization implements a telework program to increase the quality of life of the server and guarantee greater flexibility in the execution of tasks, which characterizes the presence of substantive rationality. However, results are predicted in terms of expectations in improving performance and celerity, revealing attributes of instrumental rationality, in the face of a strong formality inherent in the Brazilian Public Administration, subject to strict normative dictates, which makes it impossible to exercise autonomy and self-realization with implications for worker satisfaction.
