In a context of digital transformation, globalization and the development of data science, companies that transform data into strategic information for decision making achieve competitive advantage. Some studies have been developed on this topic, but only in specific (case studies) or purely theoretical contexts. The objective of this research is to develop a model for assessing the level of maturity of the data-oriented culture in the management strategy of organizations, built on theoretical basis and interviews with experts. In the end, it is expected to materialize a model capable of defining the level of dissemination of the culture of data use in the management of organizations, being also a guide for its transformations
