EXECUTION OF THE NATIONAL SCHOOL FEEDING PROGRAM BY FAMILY AGRICULTURE: INTEGRATED STUDIES ON THE STATE OF THE ART OF NATIONAL RESEARCH AND MANAGEMENT PERFORMANCE

SUMMARY:

The thesis objective is to investigate the participation of family farming in the National School Meals Program (PNAE), having as empirical reference the experiences of commercialization in the municipalities of the Cariri Ceará metropolitan region. The research is structured by three articles. The first article aims to delimit the analytical categories inherent to the academic research of the construct "family farming". This is a literature review study with a qualitative, exploratory, and documentary approach. The data base for the review are the theses and dissertations registered in the Catálogo de Teses e Dissertações (CTD) / Capes, in the knowledge area of Applied Social Sciences. The textual content was submitted to computerized lexicographic textual analysis, with the support of Iramuteq software. As a reference theory to analyze the data, Habermas' theory of cognitive interest was used. The result of the lexical analysis showed four classes of categories. Besides the methodology class, which is more strongly centered on the qualitative approach, three other groups are presented, rescuing the categories of interests that form knowledge (technical, practical and emancipatory interests). The study concludes that, even though it is a field of studies focused on management and economic efficiency aspects (technical interest), the studies on family agriculture have pointed out that there are directions towards the field of hermeneutic (practical interest) and towards the perspectives of strengthening and emancipation of the social category (emancipatory interest). The second article aims to verify the dynamics of public purchases of food products for school meals in municipalities of the Cariri Ceará Metropolitan Region (RMC). This is a research of exploratory and descriptive nature, with a qualitative approach, where the evolution of purchases is analyzed, the groups of products purchased, the practical prices and the public calls. The results point out the evolution in the purchases and the impact of the pandemic; the purchases are more related to the groups of fresh and minimally processed products and supplied by local producers; most of the prices paid are higher than those practiced at Ceasa, although there is the occurrence of several products with lower prices, which can lead to losses for family farmers. It can be concluded that closer relationships of trust between family farmers and public administration can help improve family farm production and the quality of the food offered. The third article, still to be carried out, aims to examine the performance of street-level bureaucrats responsible for the design and execution of PNAE's public purchasing calls, to reveal the performance of government technical sectors in the management of family farming food purchases.
