SUMMARY:

This project explores the effects of Public-Private Partnerships (PPPs). The text consists of three essays. The first aims to analyze the effect of the Federal Highway Concessions Program on regional economic outcomes in Brazil. It uses municipal-level data from 2007 to 2017 and employs the difference-in-differences methodology with staggered adoption. The results suggest that the Program contributed to the improvement of the quality of the highways and to the growth of the GDP of the cities crossed by the toll highways in function of the initial year and the accumulated time of the concession. The locations that spent more time in the concession had a positive return on GDP, but the effect of participation in the Program on GDP was negative for the groups treated later. The second essay is still a project and intends to use data at the municipal level from 1993 to 2020, to test whether private participation (PPP, concession or privatization) in the water and sewage sectors affected health and performance indicators. The third essay addresses a recurring theme in the PPP literature, renegotiation. There is an increase in studies focused on this specific topic, but so far little attention has been given to the need to carefully review and analyze what has already been presented in the literature. To fill this gap, paper aims to synthesize aspects of renegotiation from a systematic review of the literature. Specifically, the work identifies and evaluates each of the methodologies used in the renegotiation studies. In addition, it describes the main factors and drivers of renegotiation and analyzes their relationship with the consequences of renegotiation. For this, the metasynthesis method is used.
