SUMMARY:

Wind energy is among alternative and sustainable energy sources, and its production and commercialization are associated with the promotion of development. This understanding - whether in the marketing or sustainable sense - is problematized in this study, which aims to analyze the socio-environmental consequences of the wind energy production system in the light of analytical categories originating from literature reviews and Human Scale Development (DEH) from Max-Neef, taking, as an empirical environment, experiences shared by members of civil society organizations in Rio Grande do Norte. The thesis will be organized into three articles, the first being a stratification of knowledge and interest in wind energy at the College of Humanities; the second, the systematization of applications of the DEH model for the construction of subsidies for research in wind energy; and the third, the elaboration of a theoretical-empirical framework of DEH associated with the wind energy production system from the prism of Social Management, which occurs through empirical research with collectives, public and private organizations. The first and second articles will be built from systematic reviews and the last one consists of empirical field research in Potiguar municipalities, in which focus groups will be carried out with collective participants. Concatenated, these articles seek to verify the thesis that the development perspective does not occur under the dynamics of the human scale, but in a weaving of absences, which stands as a counterpoint to the dominant epistemologies that, privileging the developmental perspective of wind production, create silences about the production and life conditions of the communities impacted by this production.
