SUMMARY:

This research aims to analyze the period after the implementation of the expansion policy of the Federal Network of Professional Education, from 2016 to 2021, regarding the relational perspective between the results of the National Secondary Education Examination (ENEM) and the public budget in Federal Institutes (FIs) in Brazil. To meet the proposed objective, the population studied will be composed of all Federal Institutes that make up the Federal Network of Professional Education Brazil and that have published data on the averages of the areas of knowledge of ENEM, by institution, made available by INEP in the period 2016- 2021. In the light of a theoretical framework that deals with the public budget and ENEM. The methodological path was established regarding the purposes, as exploratory and descriptive research. According to the methods used, it will be content analysis and univariate statistical methods of measures of central tendency, dispersion, correlation and comparison of means between variables. What about the form of approach is qualitative and quantitative. The expected results will be extracted from the spatial econometric panel analysis, Durbin Model, and may support the argument that regions with a higher concentration of Federal Institutes and with a higher proportion of Federal Institutes attract for a higher performance of high school students and a higher concentration of budgetary resources. Therefore, we reiterate the effectiveness of educational public policies from the necessary perspective of the heterogeneity of cities and micro-regions and the concentration of educational institutions.
