Management by Competences in the Public Sphere and its Normative Transversality: Origins, Causes, Consequences and Meanings in the Brazilian Context

Competency-based people management is a way of thinking and acting in the conduct of people management policies that assume, through the sum of skills, generate a qualitative gain for associations. In the 2000s it was already a reality in the private sector, being officially absorbed by the public sector in 2006, through the publication of Decree Law 5707/06, a document that was repealed and updated twice, to align the policy discourse National Development of People (PNDP) more connected with the precepts of the competency approach. Given this context, this thesis will try to answer how the scenario of epistemological construction on competency management in Brazil is and how public administration interprets its concepts in the construction of guidelines and normative referrals that direct the performance of Schools of Government. It will present three articles to purposefully discuss the scene in question: the first focuses on the main normative changes in the National Plan for Personnel Development, observing whether there was a better alignment with the theory of people management by competences; the second seeks to bibliometrically analyze the panorama of national scientific research on GPPC in the public sphere, between 2006 and 2019, seeking to point out whether there is a favorable scenario for a special production on the subject; and the third tries to expose the main points of change in the legal decrees of the PNDP and understands if these occur in the preference of the development actions of the people of the School of Government of Rio Grande do Norte.
