SUMMARY:

Affirmative Action (AA) programs for admission to universities can encourage minority
education, provide access to Research and Development (R&D), as well as diversity and
innovation, and can be a positive factor in the idealization of new business. Although
entrepreneurship is considered fundamental for economic growth and mobility,
especially in developing countries, its relationship with educational policies is still not
clear in the literature. The aim of this study is to assess whether the bonus (additional
score) for admission to a Brazilian university is positively related to the probability of
an individual starting a new business. The policy analyzed will be the Inclusion
Argument (AI) of the Federal University of Rio Grande do Norte (UFRN), which adds 

10% to the grade in the selection process for students coming from public schools. As
an analysis strategy, the Regression Discontinuity Design (RDD) method will be used in
a dataset that combines an application to the UFRN between 2010 and 2012 with
information on opening and membership in companies, from the Brazilian Federal
Revenue, and the Relação Anual de Informações Sociais (RAIS) from the Brazilian
Ministry of Labor and Employment, MTE. It is expected that by exploring the variation
in group eligibility, estimators will consistently show whether the AI benefit
encouraged entry into entrepreneurship. Therefore, the results may contribute to the
existing literature by adding the educational opportunity, provided by AA, as one of the
antecedents of minority entrepreneurial behavior. Furthermore, Brazil is an emerging
market, where entrepreneurial activity can boost socioeconomic mobility and reduce
inequalities, thus being an insightful environment for studies on entrepreneurship
