SUMMARY:

Strategic management based on data analytics is increasingly present in the decision-making bodies of higher education (HEs), while observing the continuous growth of scientific production on this subject. The data analytics literature, which refers to the information system that uses key performance indicators (KPIs) for strategic decision-making, does not yet offer a consensual approach for HEIs that have distance education courses. To address this gap, this thesis aims to develop a hierarchical model for strategic management based on KPI for distance education courses, particularly those offered by the Open University of Brazil (UAB). This study is exploratory, applied, and mixed methods, using systematic literature search, document analysis and field research with experts on the subject at hand. The research methodology is Design Science Research (DSR) and the method of setting the indicators uses the Total Interpretive Structural Modeling Methodology (TISM) and FUZZY-MICMAC, to extract the interrelationships and develop a hierarchical structure between the KPIs of greater relevance and reciprocal influence, according to the experts who will participate in the research. The results of this study may contribute for the managers of public HEs and coordinators of higher education courses in distance learning to obtain subsidies to improve the planning and control of performance indicators for distance education courses.
