SUMMARY:

This dissertation project has as its central theme the policy evaluation processes of primary health care, focusing on pay-for-performance programs, addressing technical and socio-political aspects of the evaluation field. The research assumes the objective of analyzing the National Program for Improvement of Access and Quality in Primary Care (NPIAQ) in socio-political attributes, based on documentary review supported by minutes of the National Health Council, and in its technical aspects , anchored in quantitative impact assessment methods. The dissertation reported in two articles, where each addresses an aspect of the evaluation processes, through theoretical and methodological procedures, however, complementary. The first chapter reports the systematic review of the literature, highlighting the research gap and corroborating its originality. Demonstrates search protocols and general information from the panorama of national and international publications. The second chapter presents the first article, whose methodology is qualitative and proposes to analyze the evaluation and monitoring attributes of the Program for Improving Access and Quality in Primary (NPIAQ) based on the work of the National Health Council (NHC). It deals with socio-political aspects of management taking, as an assumption, that the NHC guides and uses results of the PMAQ in its decisions since this is one of its attributions as a deliberative organ. The methodological procedure is focused on document analysis, with analysis by coding in two cycles. The third chapter is an article with a quantitative bias in order to identify the causal relationship between the implementation of the (NPIAQ) in Brazilian municipalities and the results of the Index of Conditions Sensitive to Primary Care (ICSPC). The research is carried out with secondary quantitative data available on the official platforms of the Federal Government in order to form the database for impact assessment, analyzed through Difference in Differences with multiple periods
