SUMMARY:
Project success has been widely discussed in the project management literature and the criteria used
to assess success have been changing over the years. Stakeholders satisfaction has been discussed as
an important criterion for project success. In addition, the complicated nature of public construction
projects requires proper analysis of the various stakeholders to achieve the project's objectives and
meet their needs and interests. As a result, the objective of this research is to understand how the
success of public construction projects is evaluated from the perception of stakeholders. For this, a
case study will be carried out at a Federal University located in the northeast of Brazil. Data collection
will be done through questionnaires, interviews and document analysis. Questionnaires with
stakeholders aim to identify the most important criteria for assessing the success of projects. The
interviews will take place with the stakeholders of four completed construction projects to analyze
the salience attributes of the stakeholders. The methods of analysis used will be: statistical analysis
for questionnaires and content analysis for interviews and documents. This research aims to
contribute to the improvement of the results of public construction projects by connecting the theory
of stakeholders with the concept of project success.
